CIO / CTO for Countries
Well, recently at one of the functions I met Anupam Saraph, CIO of PMC, Pune City.
The media, quite rightly applauded this initiative of having a CIO for a city like Pune, which now has its own wiki.
[ Wiki as I cal it - is THE tool for democracy (of the people, by the people, for the people) ].
After several days, I was researching on the possibility of having / not having CIO's / CTO's for a country. Now, let me first tell you what a CIO vs CTO is.

CTO is primarily focused on the top line while the CIO is primarily focused on the bottom line.
So, would having a CIO / CTO for a country help?
While browsing, I stumbled upon this - Does the U.S. need a CTO ? / America - Hire a CTO..
I wondered, how about India? Now, this might be my lack of knowledge, but how are technology directions / startegies set for a country ?
By the politics of caste? ( IITs / IIMs ...etc. ). Now, I certainly dont want this to be diverted into a post discussing casteism, since they are best, being discussed by the new democracy (for the politician, by the politician, of the politician)
I certainly think that, there is a need for CTO and a CIO at the (country level for each country) central government, this could well be followed by state level CIO's. This would largely, help in bringing to forefront the use of technology at each level. Just in about 8 months of having a CIO for Pune, there have been changes, though at a slow pace. Change it is! and that is importatnt.

In that article, the writer states of having a a Science Advisory Committee (in the US of A), which had great prominence when it was first established in 1957 during America's "Sputnik moment" under Presidents Eisenhower, has had little influence and visibility since Nixon abolished the committee in 1973 and it returned under President Ford in a weakened form.
